Taraf Devletlerin birbirlerinin topraklarının üzerinde herhangi
bir kısıtlamaya tabi olmaksızın, silahsız olarak gözlem uÁuşları
yapmasına imkan sağlayan AÁık Semalar Antlaşması [ASA] 27
ülkenin katılımı ile 24 Mart 1992 tarihinde Helsinki, Finlandiya'da
imzalanmıştır. Avrupa Konvansiyonel Silahlı Kuvvetler Antlaşması
[AKKA] ile Viyana Belgesi'ni tamamlayıcı nitelikte olan ASA
ile, Taraf Devletler arasında karşılıklı yapılacak gözlem
uÁuşlarıyla güven ve güvenliğin atırılması, askeri faaliyetlerde
aÁıklık ve şeffaflık sağlanması amaÁlanmıştır.
Halen 29 ülkenin taraf olduğu, siyasi ve hukuki bağlayıcılığı
bulunan ASA, 5 Nisan 1994 tarihinde TBMM'de ve 18 Mayıs 1994
tarihinde de Bakanlar Kurulu'nda onaylanarak, iÁ hukuk düzeni
iÁindeki yerini almıştır. |

The
Skies are Open
The
Open Skies Agreement [OSA], which complements the Conventional
Forces in Europe [CFE] Agreement and the Vienna Document,
was signed in Helsinki/Finland by 25 nations on March 24,
'92. The agreement entered into force on January 2, '02
after Russia and Belarus ratified the agreement in '01.
The OSA permits each Member State to conduct short-notice
[no less than 72 hours], unarmed reconnaissance flights
over the entire territories of the Member States to collect
data on military forces and activities.
The OSA was ratified in the Turkish Grand National Assembly
[TGNA] on April 5, '94 and by the Council of Ministers.
Though not entering into force until '02, several trial
observation flights were conducted from '92 to '02 among
the participating countries to strengthen personnel training
and to test the systems and sensors on the aircraft. Turkey
itself has conducted reciprocal trial observation flights,
once each with Germany in '96, the US and the Russian Federation
in '97, Bulgaria, Romania, Ukraine, the Czech Republic and
Hungary in Ô98, the UK, the Russian Federation and Bulgaria
in '99, the Russian Federation in '00 and Italy in '01.
